I don't think it's probable, but I have seen weird stuff even in multiplayer where a vehicle can't enter the map because of poor map design (City 17) or strange placement of bunkers/buildings. Because I've really never seen it stay at 100%. Because, while the enemy never attacks very hard anyways, it sounds like something scripted is failing to initiate and that makes me wonder if you are playing with a mod on that could be conflicting somehow. My advice would be to verify the Steam cache for CoH2, and failing that, make sure there are no mods running. Really, it's usually like a couple Volks, a Puma, and maybe a Pz 2 'Luchs'.
